
In June 2025, the Town of Hanna Traffic bylaw received first reading and was published on the Town website. Shortly after, the Town was actively recruiting for a Bylaw Officer so decided to table second and third reading until a later date.
It is hoped that this new Traffic Bylaw can come before council at their Oct 14, 2025 meeting for second and possibly third reading. There are a couple of changes Hanna citizens need to be aware of.
The first change relates to snow plowing on streets and the ability to tow vehicles. The existing bylaw doesn’t mention snow routes, winter parking rules, or vehicle towing when blocking snow routes. Vehicles could only be towed if they are abandoned, parked illegally, or or private property. Draft Traffic Bylaw 1041-2025 states that when snow route signs are posted, you have 12 hours to move your vehicle. Vehicles left on a snow route after that time may be towed. The owner will be responsible for the towing and storage. Vehicles can also be towed if they are blocking traffic or are a safety hazard.
The second change pertains to mobility scooters. The existing bylaw treats mobility scooters as pedestrians and there is nothing stating that they have to follow traffic rules. Draft Traffic Bylaw 1041-2025 states that these vehicles are no longer permitted on sidewalks and when on the road, they must follow the same rules as automobiles. They must stop at stop signs, obey traffic signs and yield the right-of-way when required. Mobility scooters are to travel close to the right-hand curb to allow vehicles to get around them.
If you have concerns about the Draft bylaw, you are asked to submit them to Matthew Norburn, Chief Administrative Officer in writing. They can be delivered to the Town Office. There is a secure drop box outside for off hours correspondence.
