At the regular meeting held on December 10, 2024, the Town of Hanna Council approved the new Animal Control Bylaw #1035-2024, replacing the previous Bylaw #808-1993. The bylaw includes revised rules and fees designed to enhance public safety, animal welfare, and community standards.
Key Changes:
- Increased Fees and Penalties:
- Annual dog license fees: $35 for spayed/neutered dogs and $125 for unaltered dogs (previously $25 and $15, respectively).
- A new “Lifetime License” has been added to the rates and fees. A spayed or neutered dog can qualify for a lifetime license. $200.
- Fines for violations, such as excessive barking or roaming, have increased, with a maximum fine of $10,000 for severe offences (previously $2,500).
- Late fees for renewals and pound care fees have also been introduced.
- Animal Management:
- A maximum of three dogs or cats per residence unless specified exemptions apply.
- Expanded definitions and clear rules for controlling animals in public spaces, including leash requirements and waste cleanup responsibilities.
- Urban hens are not permitted within the bylaw.
- Compliance and Reporting:
- Stricter rules for dangerous animals, with licensing prohibitions and mandatory removal if deemed a threat.
- Enhanced compliance orders to recover costs for town-initiated remedial measures.
